Brief Description of Education & Experience
Shawn is a Secretary of the Interior (SOI)-qualified professional archaeologist and historic preservationist that has over 20 years managing cultural resource programs, personnel, and projects. He has extensive experience consulting on behalf of clients with state and federal agencies, native and tribal representatives, and other stakeholders. Mr. Fackler has exceptional expertise in the Sections 106 and 110 of the National Historic Preservation Act of 1966, as amended (NHPA), National Register of Historic Places (NRHP) evaluations, Native American Graves Protection and Repatriation Act (NAGPRA), National Environmental Policy Act (NEPA), and various state historic preservation laws, regulations, and rules. He holds permits as a Principal Investigator in Alaska, Arizona, California, Hawaii, Idaho, Nevada, Oregon, and Washington.
Beyond his regulatory expertise, Shawn is skilled at all phases of archaeological investigations and is proficient in documenting historic-period and prehistoric cultural resources, as well as evaluating those resources for the National Register of Historic Places. He also has extensive specialized experience conducting bioarchaeological investigations that include burial excavations, human remains recovery, osteological analysis, and mortuary interpretation. He has served as a bioarchaeologist on various projects stretching from Hawaii, across the continental U.S., and overseas in Sudan.
